Jessica Harmon

Jessica Harmon has been promoted to assistant city manager of Kingsport and will oversee the city’s building, code enforcement, planning, community development, and public information and communications departments. Harmon has served as the assistant to the city manager for Kingsport since November 2019. Prior to that, she was a principal planner with the city beginning in April 2019 and was initially hired by the city in May 2016 as a senior planner. Before coming to Kingsport, Harmon worked in the planning field for more than a decade including as a planner with Johnson City and a land use planner with the city of Bristol. A Kingsport native, Harmon holds a bachelor’s degree in political science from the University of Tennessee and a master’s in public administration from ETSU. She is also the current vice president of the Tennessee Chapter of the American Planning Association.
