Rick Emmett
Rick Emmett will retire as the downtown coordinator for the city of Knoxville, after a 31-year career with the city. Emmett’s last day on the job will be March 31. A native of Middlesboro, Ky., Emmett has an associate’s degree from Southeast Community College in Kentucky and worked as a licensed surveyor and coal miner before moving to Knoxville in 1992. Emmett was hired as a technical service administrator in the city’s engineering department that year. He has also served the city as an urban growth manager during his tenure with Knoxville.
