Public meetings to be held on State Revolving Fund Draft Intended Use Plans
PUBLIC NOTICE TO ALL: Potential State Revolving Fund (SRF) Loan Applicants and Interested Parties
The Tennessee Department of Environment and Conservation (TDEC) will hold a public meeting to present the Federal Fiscal Year (FFY) 2025/State Fiscal Year (SFY) 2026 Draft Intended Use Plans (IUPs) for:
- The Clean Water State Revolving Fund Emerging Contaminants Funding (CWSRF EC) and
- The Drinking Water State Revolving Fund Emerging Contaminants Funding (DWSRF EC).
Access to these documents will be open for public comment and available on the website by Nov. 5, 2025. Interested parties are encouraged to visit the SRF website.
These IUPs outline how the program intends to use CWSRF EC and DWSRF EC capitalization grant dollars. Each IUP includes a Priority Ranking List (PRL) of eligible drinking water, stormwater and wastewater projects. Additional details on the State’s use of set-asides for non-project activities, loan program goals, and the criteria and methods used for distributing funds are included. The draft IUPs will be finalized after a 30-day public comment period.
Clean Water (Stormwater and Sewer) Emerging Contaminant State Revolving Fund:
The State of Tennessee’s allotment of FFY 2024 CWSRF EC grant is $3,089,000.
Drinking Water Emerging Contaminant State Revolving Fund:
The State of Tennessee’s allotment of FFY 2024 DWSRF EC grant is $12,861,000.
Drinking Water Lead Service Line Replacement State Revolving Fund:
The State of Tennessee’s allotment of FFY 2024 DWSRF LSLR grant is $84,997,000.
Funding Terms:
- 100% loan forgiveness or grants to communities
- Companion funding to traditional projects
- Funding can be used for CW or DW projects to address emerging contaminants
- including perfluoroalkyl and polyfluoroalkyl substances (PFAS), persistent organic pollutants (POPs), biological contaminants and microorganisms, pharmaceuticals and personal care products (PPCPs), and microplastics.
Public Meeting Information:
The public meeting will be conducted both in-person and virtually. To maintain a high level of service, TDEC has taken measures to protect employees, Tennessee citizens, and the regulated community we serve by providing multiple ways for full and transparent public participation.
