Dick Phebus

Dick Phebus will retire as finance director for the city of Bartlett after 15 years with the city. Phebus joined Bartlett in 2011 as the assistant finance director and assumed the role of finance director the following year. Prior to joining the city, he had more than 30 years’ experience in local government and finance, serving as a finance and accounting specialist for the University of Tennessee’s Institute for Public Service. He also worked with both county and city finance officials through the County Technical Assistance Service and Municipal Technical Advisory Service. In 2006, he helped design and implement in the certified municipal finance official program. He holds a bachelor’s degree and a master’s degree both from Vanderbilt Univeresity and is a certified public accountant, in addition to numerous other certificates.
